Tax law change throws financial lifeline to hard-up municipalities

RECENT changes to the tax laws, designed to shift revenue from government to local authorities and to simplify the administration of value-added tax (VAT), will provide much-needed financial relief to municipalities.

Finance Minister Trevor Manuel announced in this year’s budget that municipal property rates revenues would be zero-rated for VAT purposes to enable municipalities to simplify their accounting and tax records.
