There are many great things happening at TAXtalk at the moment, including revamping the TAXtalk
magazine so that it becomes the best tax magazine that you have ever read. In order to be truly
amazing we have to provide for a need. TAXtalk promises to deliver a magazine of a high standard,
with great information that is reader-friendly. We don't want to be regarded as just another formal
journal - we want to be remarkable, we want to make sure that the magazine looks and is as
interesting as the great content that is submitted to us. We want you to be a part of our team by

informative tax information. We can publish these in the readers' forum and open up a
discussion.
In Issue 8 of TAXtalk, we interview two prominent board members of the South African Institute of
Tax Practitioners (SAIT). SAIT was recently constituted as a non-profit professional body for tax
professionals, their main aim being to promote the interests of tax practitioners and the tax
profession. TAXtalk magazine has joined forces with SAIT to become the tax
magazine of choice for their tax

practitioners who will be receiving the magazine as part of their SAIT membership. In our
feature article on page 4, Stiaan Klue and Prof. Lynette Olivier are interviewed on the role that
the new institute will play for tax practitioners and what their immediate plans are for
SAIT.

The new buzz words and corridor talk are about Black Diamonds. Who are they and what is all the fuss
about? This upwardly mobile black middle class, concentrated in South Africa's main urban areas have
become one of the main drivers of the South African economy. I recently read an article that stated
that middle-class blacks despise this title. Well, if you have an impact on the economy and you fall
into a particular category or group, it is inevitable that you will be stereotyped. That is just the
way of the world. On page 8 we take a deeper look into all the controversy surrounding the so-called
Black Diamonds and investigate what all the hype is about.

Windfall tax has been in the spotlight recently with minister of Finance, Trevor Manuel announcing
that South Africa will not impose a windfall tax on synthetic fuel producers such as Sasol and

Sars allows up to 20% of a persons package to be taken in the form of benefits which can be offset
against tax. Is the 20% calculated on guaranteed package only, or is 20% of all of a persons income
(bonuses, overtime, bursaries ets) included? If only certain income is allowed to be used in the
calculation of the 20%, which income is it specifically? And then, is it the taxable benefit or the
actual cost?
